Both of them signify the growth and development of a soci ety. In such case, either of the two words could actually be used to explain the topic of the essay. It is a contention that there is progress if the following factors are present: (1) all the members of the society are experiencing a high standard of living (2) there is full employment and (3) there is good governance.
